New Arbor Terrace Ponte Vedra project.

Construction is slated to begin on a 64-bed memory care center on Palm Valley Road in Ponte Vedra Beach in spring 2014.

The St. Johns County Planning and Zoning Agency recently approved the Arbor Terrace Ponte Vedra project, which will include a 38,000 square-foot specialized living facility for people diagnosed with Alzheimer’s disease or other forms of dementia.

The center will cost approximately $11 million and create 44 jobs.

The facility will be located on a 2.66-acre property at 5125 Palm Valley Rd., which Whitehall Realty Partners is in the process of buying from Ponte Vedra Beach resident Jack Billingsley.

Whitehall Realty managing partner G. John Carey said he expects to close on the property soon. For the past few years, Billingsley has allowed the land to be used as a community garden.

Since the assisted care facility will serve only people with dementia, Carey said it will have unique design aspects compared to typical memory care centers, which usually occupy a separate wing or area within larger assisted living communities.

The perimeter will be secure, and residents will live in four “neighborhoods” that connect to a large common inner courtyard, giving them a degree of freedom. The four neighborhoods of 16 units will each have their own community great rooms, dining rooms and kitchens. Residents will reside with others who are in similar stages of the disease, with the idea of creating a home-like experience for improved care, Carey said.

The facility will be managed by The Arbor Co., which runs about 20 similar facilities around the country, mostly in the Southeast. Whitehall opened a 54-bed memory care center in Ortega two months ago that is identical in design to the one planned for Ponte Vedra Beach, and is also managed by Arbor.

“We worked with the St. Johns Council on Aging to identify a need in the area, and also did our own demographic studies,” Carey said. “There is a large need.”
